Request for a Meeting on making compliance with the Convention on Biological Diversity a priority for Hong Kong

The undersigned request a meeting with you, to explain why the implementation of the Convention on Biological Diversity (CBD) should be a top priority for your Administration and should be included in the 2012-13 Policy Address, in order to make progress on a key tenet of your promise regarding nature conservation in your election manifesto.

The CBD was extended to Hong Kong in May 2011. To follow the CBD's updated Strategic Plan for Biodiversity 2011-2020 Hong Kong is expected to produce a comprehensive Biodiversity Strategy and Action Plan (BSAP) and start implementation in 2015.

The undersigned are of one mind that development of an effective BSAP according to the principles set out in the CBD (particularly full stakeholder participation and engagement), is the single most important action to support the conservation and enhancement of Hong Kong’s natural heritage and ecosystem services. A successful BSAP will help to make our city the most livable in China and assist the sustainable and ecologically friendly development of Hong Kong. Your leadership, vision and mandate are indispensable for this process to prevail.

Specifically we wish to discuss at the meeting:

• Whether you are able to commit to the 2015 objective with an announcement in your 2012-2013 Policy Address;

• Securing sufficiently high-level support throughout your Administration to ensure close coordination of the policies and work of various bureaux. This should be done under the aegis of a multi-stakeholder (government and non-government) steering committee or Commission, which in turn should be led by either yourself or the Chief Secretary;

• Directing those charged with implementing this policy to engage and involve stakeholders both within and outside government at every stage of the process.

We will contact your office to arrange a meeting with you at your convenience, to discuss our proposal for the actions required to produce a successful BSAP. We hope this meeting can be arranged, prior to your 2012-2013 Policy Address.
